Guyana’s National Assembly Passes Resolution Reaffirming Sovereignty Amid Venezuela Tensions

In a decisive move, the National Assembly of Guyana has passed a resolution affirming the nation’s sovereignty and territorial integrity in response to escalating tensions with Venezuela over the Essequibo region.

The resolution, passed on May 23, 2025 with broad parliamentary support, emphasises Guyana’s commitment to the 1899 Arbitral Award and the 1966 Geneva Agreement as the legal foundations for the country’s internationally recognised borders. The National Assembly reiterated its November 2023 stance, firmly rejecting any attempts to undermine the nation’s territorial claims.

Central to the resolution is the Assembly’s condemnation of recent actions by the Government of Venezuela, which have been deemed a direct violation of the binding Order of the International Court of Justice (ICJ) issued on May 1, 2025. Lawmakers described Venezuela’s defiance as “a breach of international law and a threat to regional peace and security.”

The resolution expressed the full support of the legislative body for the Government of Guyana’s efforts to defend the nation’s territory through peaceful and lawful channels, including continued engagement with the ICJ.

“This National Assembly stands firmly behind our government’s unwavering commitment to the rule of law,” the resolution reads, “and its continued use of diplomatic and judicial avenues to safeguard our borders.”

The Assembly further issued a call to the international community to uphold the authority of the ICJ and to support Guyana in its pursuit of justice and regional stability. The resolution affirms that respect for international agreements and legal rulings is essential to the maintenance of global peace.

To reinforce its position, the National Assembly has ordered that copies of the resolution be transmitted to key international and regional institutions, including:

            •           The United Nations

            •           The Commonwealth

            •           The Organisation of American States

            •           The Organisation of African, Caribbean and Pacific States

            •           CARICOM Heads of Government

            •           Other relevant global entities

This latest move by the National Assembly sends a strong message that Guyana will not waver in defending its sovereignty. It also underscores the country’s dedication to resolving disputes through diplomacy and the international legal framework.

As tensions continue to draw international attention, Guyana’s leadership remains united in its resolve: to protect its land, uphold international law, and maintain peace in the region.
